This is a set of USMC WWII Era wire cutters, which have a very distinctive round "hooked" head, which allowed them to very easily hook onto wires, which were then clipped. As with much of the unissued and or unused supplies from the WWII period, in the 1950s they were prepared for long term storage inside grease and metal backed paper. The
